No user notification for not found dictionary

Description

If the dictionary file is not in the right location the user is not notified of this. This might exist in other places as well.

Currently if the dictionary is not found it will throw some exceptions. It really needs to detect that no dictionary was loaded and stop loading. And display an error in the problem view.
