New System Wizard - system name unique

Description

The new system wizard needs to verify that the name of the system entered is unique in the project. Curretly it will happily allow you to enter the same name.

At least it seems it doen't do anything bad when this done.

I noticed there are some problems with the logic. It seems that the name of the system is only checked against the original project. But if you change the project you could create a duplicate system.

When changing the project it needs to check against the new selection. Also, the reference policy directory should be updated to the default for the new project.
