Preference for Base Policy Directory not validated in preference window

Description

The option to pick the base policy directory is not checked to make sure it is a reference policy directory if you set it in the project preferences. It is checked in the new project wizard so just use the check from there.

Display error message if the directory set for the reference policy directory (in the project) does not point to a valid reference policy directory. With hint to go to the project properties to fix the problem.

I'm not sure when this was fixed - but the code looks correct at this point. Probably fixed around changeset:1588 - but the code has been changed since then.
