Use the Layer Properties to define multiple layers in which to place policy objects.
The dialog lists all the defined secondary layers. Initially only the layer named 'Secondary' exists. To create a new secondary layer click the Add Layer button. To remove a layer select the layer to be removed and click the Remove Layer button. Note that only a layer containing no policy items can be removed.
