admin interfaces
kerberos_use changes to take care of library that tries to setfscreate
and modify file context.
New interface kerberos_keytab_template for all domains that use keytab files
policy for kpropd
kadmind needs setfscreate to label keytab files.
Add handling of lock_files.
kadmind needs access to usr and var files
kadmind can use ldap
kdc can also setfscreate
